Time zones are listed using IANA time zone identifiers (the tz database), for example America/New_York or Europe/London. These correspond to cities or regions rather than fixed UTC offsets.

UTC (Coordinated Universal Time) is the primary time standard by which the world regulates clocks. It is effectively the same as GMT and does not observe daylight saving time.

A UTC offset is a fixed number of hours ahead or behind UTC. A time zone is a named region that may have a different offset in summer (DST) versus winter.
